Today, I've updated all invalid times reported by police (0000-00-00 00:00:00), setting the date to the date represented in the PDID, leaving the time blank. So, now rather than results being omitted, the date will at least be present. This will skew numbers a bit towards midnight, but I think this is better than the results being omitted completely from search results. I've also updated the "seen" fields where this wasn't recorded. This really only helps in development.
